JOB SUMMARY: Based in Anchorage, Hooper Bay, or another location in the Yukon-Kuskokwim region of Alaska, preferred. Manages the Bay Haven Domestic Violence and Sexual Assault Shelter and the development and oversight of a Child Advocacy Center in Hooper Bay, serving Hooper Bay, Chevak, and Scammon Bay. May support other initiatives promoting tribal justice, capacity building, and community well-being in rural Alaskan communities. Manages program staff, budgeting, reporting, evaluation, promotion, and program development. Maintains relationships and compliance with tribal council partners and program funders. Conducts program needs assessments and planning, designs implementation strategies, builds and supports program partnerships, designs and coordinates the delivery of training and technical assistance to program beneficiaries, and completes program data collection and reporting requirements. Assists with the development and funding of new opportunities that respond to community needs. ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES: Manages the Bay Haven Domestic Violence and Sexual Assault Shelter and Child Advocacy Center in Hooper Bay and other initiatives that support tribal victim services, justice, capacity building, and community well-being in rural Alaska. Manages program activities, including staff support; oversees logistical and administrative support for program activities; submits quarterly progress reports and final reports. Develops and oversees implementation of program policies, procedures, and protocols that comply with national accreditation standards. Conducts recruitment, training, supervision, and evaluation of program staff; implements RurAL CAP policies and procedures; directly supervises program coordinators and supervisors. Motivates staff through positive role-modeling, mentoring, and coaching; fosters team-building and professional development opportunities for staff. Conducts planning and needs assessment with input from community leaders, service recipients, program staff, funding and program partners, evaluators, and other rural service providers. Develops and maintains partnerships with a multi-disciplinary team (MDT) of law enforcement, child welfare, health, mental health, tribal court, and other providers supporting the Child Advocacy Center services in Hooper Bay. Maintains regular communication and reporting with tribal council partners. Oversees the coordination of program activities, including collaboration with program partners, tribal victim service networks, and technical assistance providers. Supports the design and delivery of trauma-informed, culturally-responsive technical assistance and training events that meet the needs of staff and service recipients. Manages the implementation and administration of program grants and contracts. Develops and manages budgets for program funding; approves and monitors expenditures, including travel and the purchase and distribution of program supplies, materials, and equipment; develops cost-effective strategies for the best use of program funds. Coordinates with Accounting staff to assure timely and accurate reporting of financial information. Documents program activities; manages the collection of information and prepares reports to meet program reporting requirements; coordinates program evaluation activities and RurAL CAP reporting requirements, including quarterly board reports, Community Service Block Grant, and other funding source reports. Manages the production and distribution of technical information, support of the program website, and distribution of program promotional materials. Works with program staff and funding sources to publicize and promote program activities and accomplishments. Works with the Community Development Director to design and implement new or expanded projects or programs based on RurAL CAP’s Strategic Plan, needs assessments, and community feedback. Represents RurAL CAP in communications and collaboration with primary program partners and funders. Participates in program-related conferences, networking events, and workshop presentations. Prepares funding applications with the assistance of the Community Development Director and Development Department. Creates and maintains effective communication links with funding sources; builds bridges for positive communication within the Community Development Team and other agency staff; fosters strong communication and teamwork among staff; communicates with service recipients with cross-cultural sensitivity and respect. Participates in weekly Community Development Team meetings; strategic planning meetings; and other agency planning and administrative committees, as requested. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials. Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists, and arms for handling, positioning, moving materials, and manipulating things. Must be in good general health and free from serious physical, mental health, and/or substance abuse problems. POSITION TYPE/EXPECTED HOURS OF WORK: This is a full-time position. EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION: Must be at least 18 years of age. State and federal background checks, including fingerprints, may be required. BA plus three years, or seven years related professional experience in program management, rural community development, or related fields. Working knowledge of rural Alaska; ability to travel occasionally to rural program sites. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Knowledge of program administration including administering budgets, conducting customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
