Duties Performs engineering analyses to include performing and coordinating technical planning activities, data collection (including validation and management), modeling, and data analyses. Develops project guidelines, protocols, and procedures that are specific to the project; and may review for comment or propose draft Bureau directives, standards, and policies. Develops, monitors, and manages project plans that outline the scope, schedule, and budget of assigned projects. Provides technical reviews, peer reviews, checking of designs, drawings, engineering analysis, technical documents, specifications, and contract correspondence. Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. This position has an education requirement: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR Combination of education and experience for positive education requirement -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive). At the GS-11 Level: Specialized Experience: Meet the Basic Requirements AND one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience include program management; engineering design; completing contract documents across a wide range of civil engineering disciplines; conducting condition assessments of infrastructure assets (i.e. bridges, dams, roads); conducting field inspections; and drafting reports OR Education: Meet the basic requirement AND completed three (3) years of graduate education leading to a Ph.D. degree or equivalent doctoral degree in professional engineering OR Combination of Education and Specialized Experience: Meet the basic requirement AND have an equivalent combination of additional education and experience described above. Only graduate level education in excess of the first two years may be combined with experience. At the GS-12 Level: Specialized Experience: Meet the Basic Requirement AND I have one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Examples of specialized experience include serve as a senior staff specialist performing engineering work in construction and maintenance programs for buildings, recreation, bridges, major structures, roads, etc.; design and prepare project plans and specifications; establish inspection requirements; develop a hazard reduction program; provide engineering expertise and technical guidance on multiple concurrent civil engineering projects. Selective Placement Factor for GS-12 level only: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Professional Engineer (PE) License. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Qualifications Experience: You qualify for the GS-11 grade level if you possess one (1) year of specialized professional aviation experience performing duties such as: Flying as a Pilot-in-Command or sole manipulator in an airplane and helicopter in all environments of flight, including night, poor weather, unfavorable terrain, low altitudes, or speed. Evaluating information rapidly and making judicious decisions promptly during in-flight operations. Developing strategies and coordinating aircraft and ground assets. Using information systems and databases to conduct information surveys, queries, update files and disseminate information. Experience may include Operation of an aircraft as Captain, Pilot in Command, Aircraft Commander, First Officer, Certified Flight Instructor, Second in Command, or Co-pilot. Hiring Minimums: Certification & Ratings: A current FAA Commercial or ATP Pilot Certification with one of the following ratings: Dual Rated: Airplane (Single-engine land or multi-engine land) with instrument rating AND Rotorcraft Helicopter with instrument rating. These hours may be credited towards satisfying the "Total flight time" 1,500 flight hour requirement only. UAS hours do not count towards the 250 flight hours as a Pilot in Command, 75 flight hours Instrument, and 75 flight hours Night. Flight hour logbooks will be required at the time of your Flight Assessment for verification. Other Requirements Citizenship : You must be a U.S. Citizen to apply for this position. Residency : You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years. Age Requirement: Provisions of Public Laws 93-350 and 100-238 allow the imposition of a maximum age for initial appointment to a primary Law Enforcement Officer position within the Department of Homeland Security (DHS). In accordance with DHS Management Directive 251-03, the "day before an individual's 37th birthday" is the maximum age for original appointment to a position as a primary law enforcement officer within DHS. The age requirement is also necessary to ensure that you are able to complete the 20 years of applicable service for retirement. NOTE: The Commissioner of CBP has approved a temporary increase in the maximum allowable age to 40 for original placement into an Air Interdiction Agent position. Age Waiver: Creditable law enforcement officer service - Covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d), or creditable service covered by Title 5 U.S.C. 8401(36) (as a Customs and Border Protection Officer) on or after July 6, 2008, may be applied toward the maximum age requirement. This age restriction may not apply if you are currently serving in a federal civilian (not military) law enforcement position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).
