GENERAL STATEMENT OF JOB Under general supervision, conducts comprehensive inspections of manufactured housing and investigates suspected County ordinance violations. Work involves scheduling and conducting inspections, interpreting codes, standards, ordinances, and regulations, and ensuring compliance. Prepares and maintains required reports and records. Performs related technical work as required. May serve as the County Floodplain Manager as assigned. Supervisors staff. Reports to the Deputy Administrator. ESSENTIAL JOB FUNCTIONS Must have excellent people skills in dealing with professional consultants, engineers, developers, and contractors while working in a professional business climate, as well, as routinely engaging with local business and citizens. Must adhere to all risk management, safety, employee policies, departmental guidelines, and all federal and state laws, statutes, local ordinances, standards, and regulations of the position and responsibilities. Conducts various fire, building, and housing codes inspections; enforces fire, building and housing codes, ordinances, and regulations pertaining to standard housing code enforcement and nuisance ordinance complaints/violations. Performs field inspections and follow up inspections of residential, commercial, industrial, and public facilities for compliance with fire, housing, building, plumbing, electrical, and mechanical regulations. Plans, organizes, delegates, and supervises staff duties, time, accuracy, and fair equal application of codes, ordinances, regulations, etc. Receives complaints regarding defective construction and manages enforcement problems. Inspects existing buildings for substandard or hazardous conditions, structural failures, or improper uses. Issues warnings, corrective action orders, citations and/or stop work orders as applicable and as necessary, when issues are found to be in noncompliance with standards and/or regulations. Answers questions from private citizens, contractors, and builders Reviews commercial, industrial and institutional plans for code conformance requirements. Verifies site plan conformance with rights-of-way, buffer yards, entrances, exits and roads. Reviews mobile home site plans. Inspects mobile homes for proper set-up. Ensures business signage adheres to local codes and ordinances. Responds to complaints regarding abandoned vehicles; seeks out owner for remediation and/or initiates removal process. Testifies in court on code violation cases. Prepares and maintains inspections records and reports. Trains, supervises, and maintains appropriate staffing levels. Operates a vehicle and a variety of office equipment such as a computer, printer, fax machine, copier, calculator, telephone, digital camera, architect's ruler, measuring devices, testing devices, hand tools, general office supplies, computer word and data processing software and other equipment as required. Refers to policy and procedure manuals, ordinances, laws, regulations, computer manuals, property maps, technical manuals, and code commentaries, permit files, etc., for information, application, and enforcement. Maintains assigned vehicle and equipment in proper, safe operating condition. Attends meetings, training, seminars and conferences as appropriate to enhance job knowledge and skills. Attends council meetings as required. Performs related duties as required. ADDITIONAL JOB FUNCTIONS Performs clerical duties as required, which may include preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, preparing, receiving and responding to e-mails and faxes, answering the telephone, etc. Requirements MINIMUM TRAINING AND EXPERIENCE A bachelor's degree in building construction management, Civil Engineering, or Business Administration is preferred. 4-year high school diploma or accredited GED recognized by the US Department of Education complimented by a minimum five years of experience in construction and code enforcement and supervision. Must be a Certified and Licensed Building Official as dictated by the Building Code Council under the South Carolina Labor Licensing and Regulation. Farming, ranching, pet/equine, or welding knowledge is preferred. Must be 18 years of age or older and possess a valid driver's license.Education: A high school diploma or equivalent is preferred, but not required. Regardless of education level, FAST Team Members must be able to read, write and count accurately.**Preferred knowledge, skills or abilities**Farming, ranching, pet/equine, or welding knowledge is strongly preferred.Strong communication and problem-solving skills.Basic computer skills.Strong interpersonal skills and ability to resolve issues ethically and with minimal conflict.Must be self-directed and have the ability to complete assignments with little to no assistance.**Working Conditions**Working environment is favorable, generally working inside with moderate noise.Work shifts vary from one store to another, but generally are no less than 4 hours and may exceed 8 hoursTraveling between store locations in your personal vehicle is required; often with long periods of timePromote a safe and productive work environment for Team Members and customers and adhere to Company safety training and guidelinesIndoor floors and outdoor lots generally are hard surfaces (concrete, asphalt, etc.) lighting and temperature are adequate.**Physical Requirements**Ability to travel as required in support of district needs.Ability to push and pull merchandise up to 2,000 pounds with the assistance of proper material handling equipment (e.g. pallet jack).Ability to occasionally lift or reach merchandise overhead.Ability to frequently stand, kneel, twist, crouch, squat, bend, stoop, and climb ladders.Ability to safely access all areas of the store including selling floor, side lot, stock area, and register area.Ability to constantly operate store equipment such as computer, cash register, and other store equipment.Ability to read, write, and count accurately to complete all documentation.Ability to utilize strong written and verbal communication skills to communicate effectively with team members and customers.Ability to handle and be in contact with birds/poultry.Ability to successfully complete all required training.Ability to operate and use all equipment necessary to run a store (e.g. dolly, handtruck, forklift, baler, computer, cash register) (forklift and baler requirements do not apply if under the age of 18).SittingLifting up to 50 poundsDriving a vehicleStanding (not walking)WalkingKneeling/Stooping/BendingReaching overheadAbility to move and transfer merchandise, weighing up to 50 pounds, throughout the store.Ability to move throughout the store for an entire shift.It is essential that Team Members have the physical and mental stamina and ability to move throughout the store and outdoor areas quickly and safely.This position is non-sedentary.**Disclaimer**_This job description represents an overview of the responsibilities for the above referenced position.
