Reporting to the IT Quality Assurance Test Manager, this position has the potential to be assigned to one or more high-priority, enterprise-level development projects for web-based, mobile and/or client/server applications used by internal customers and/or the company’s field agent workforce. The primary goal of the Test Automation Engineer will be to help our department build up a stable and highly reusable automation framework/accelerator to accommodate a variety of suites of automated test scripts to perform regression and smoke testing on both our critical Customer-facing and Business-facing applications. This role will require someone with the experience to help drive and champion test automation processes throughout our team, as well as, throughout the organization. We are looking for someone who has a combination of the strong technical capacity needed to develop these test scripts and enable team members to automate tests with the strategic vision needed to drive processes and advocate for automated testing. PRIMARY DUTIES & RESPONSIBILITIES Framework/Accelerator Design: Participates in the planning, development, and implementation of 1+ test automation efforts. Evaluates systems and/or applications and organizational tools and determines candidates for test automation and instrument framework design. Co-Design functional, non-functional and performance automation framework to accomplish on demand testing through CICDCT. Displays strong aptitude for Continuous Integration/Continuous Development/ Continuous Testing practices by creating and executing scripts, as well as reporting results. Strong design implementation of testing multiple applications in a variety of environments. Design test data management through automation for test data creation and maintenance. Architecting framework components to integrate performance tests in a CICDCT environment. Identifies opportunities for automation of new applications and architecting solutions. Framework/Accelerator Implementation: Demonstrates flexibility in learning new products and technologies quickly. Engages with QA testing peers and other organizational stakeholders to understand test automation framework/accelerator goals and requirements. Implements automation into the framework. Implements CICDCT pipelines for automation code. Owns and implements test data management across a variety of applications/platforms. Implements automation status dashboards by application and type of testing. Automation Standards: Maintains a strong knowledge base of industry standards, trends, and developments. Keeping up to date with the industry standards and direction. Participates in technical discussions with senior management for critical technology decisions. Participates in requirements reviews and test planning meetings. Accomplishes high reusability through industry standard best practices. Acts as the peer reviewer for standards adherence in automation. Owns the environment code health determination and build propagation. Team Management: Introduction of culture of automation to manual testers as consumers. Participates in test risk analysis and test automation estimates. Ensures that projects are completed on time and within budget. Communicates test automation activities and results. Supports handoff of test automation scripts to the QA testing team. Instructs QA and other organizational team members on test automation techniques. Provides for test automation metric reporting. Records time accurately in organizational time-tracking tool. Identifies, communicates, and implements service improvement opportunities. Required Skills KNOWLEDGE, SKILLS, & ABILITIES Understands the Software Development Lifecycle (SDLC) and its various phases. Understands the Quality Assurance and Quality Control phases of the Software Testing Lifecycle (STLC). Understands IT Quality Assurance testing terms and methodologies. Has experience working in a Traditional (Waterfall) and/or Agile (Scrum) environment. Experience designing and/or utilizing test automation frameworks for web, client, and/or mobile applications. Experience utilizing open-source test automation tools (i.e. Selenium) with familiarity in other proprietary tools. Advanced knowledge of selenium integration with Appium and/or Winnium for mobile testing. Experience with object-oriented concepts and design. Experience defining Page Object Models (POMs). Experience creating object repositories and identifying dynamic element xPaths. Knowledge of web protocols and services. Knowledge of data-interchange formats. Proficient in 2+ programming languages. Proficient in understanding different data-binding techniques. Experience with source control processes. Experience implementing test scripts within a Continuous Integration and/or Delivery pipeline. Experience with test management tools. Experience with database management tools. Experience with API/Web Service testing tools. Experience with ETL/Data Warehousing tools. Proficient with Microsoft Project, Microsoft Visio, and Microsoft Office. Strong interpersonal and communication skills. Exhibits critical thinking and problem-solving skills. Ability to work independently or in a group setting and meet deadlines. Ability to organize and present information in a training setting. Months/Years of Experience: Minimum of Ten (10) years professional experience in technical/management areas related to the research, development, testing, evaluation, and/or operations of major combat weapon systems with a demonstrated understanding of test & evaluation fundamentals is required for the Senior Test Project Manager position. Candidates with relative experience but less than 10 years are encouraged to apply and will be considered for journeyman positions.

Required Qualifications:

U.S. Citizen. Ability to obtain Security Clearance. The applicant must have a thorough understanding of the DoD and/or Department of Navy research, development, test and evaluation (RDT&E) process. Must be proficient in T&E and acquisition processes; DOD 5000 series and familiar with Qualification Testing called out in MIL-STD 810 Environmental Engineering and Laboratory Test. Able to develop and coordinate T&E strategies to support program acquisition requirements. Experienced in developing and managing T&E resources. The applicant must be a motivated self-starter, critical thinker, strategic planner, and proven leader with attention to detail. Candidate must be a team player and have strong demonstrated written/oral communication and stakeholder management skills.

Desired Qualifications:

Expertise with US Navy Weapon Systems and understanding of the overall DoD/Army systems research, development, testing, evaluation, and acquisition system enterprise. Expertise/Training in DoD Acquisition Policy, Program Management, Systems Engineering, and Test & Evaluation fundamentals. Prior Level II T&E DAWIA certification. Lead a long-term strategic approach that supports programmatic milestones within resource constraints. Experience in writing and coordinating approval for a Test and Evaluation Master Plan (TEMP) to support a Milestone Decision Review. Oversight of T&E teams executing test planning, execution and test reporting. Experience with System Engineering supporting program reviews. Experience with oversight and collaborative agencies (DOTE, JITC, Service OT units, Service Staff POCs). Planned, coordinated, conducted and documented T&E related reviews and meetings required to execute Test and Evaluation program contained in the approved acquisition strategy. Articulated necessary T&E resources and staffing to achieve programmatic priorities while supporting programmatic timelines. Experience in DoD and Navy specific combat weapon system test & evaluation is desired.

Skills Needed: Microsoft Office including Microsoft Project.

Duties: Oversee and manage all aspects of weapon system Test & Evaluation (T&E) activities at various stages in the acquisition life cycle to include early prototype demonstration and experimentation through full program of record system qualification. Duties include comprehensive test planning, execution support, and reporting at the component/subsystem/system and integrated system of systems level in support of the Naval Surface Warfare Center Dahlgren’s T&E Division. Employees will derive specific test/demonstration requirements within the overall systems engineering process; develop overall test strategies and detailed test plans, coordinate test execution and reporting requirements with appropriate test agencies and sponsors; analyze test data to accurately report test metrics and results; interface with task and functional leaders to ensure test events align with appropriate cost and schedule constraints; prepare and present technical and test program management briefings to senior program and division leadership; and continuously coordinate across varying stakeholders to keep test projects on track with required program constraints. Working test and evaluation with the Naval Surface Warfare Center on next generation weapons systems in support of multi-domain operations. Coordinating with program acquisition offices, test centers. Serves as a senior test project manager overseeing a variety of activities and tasks essential to the planning, execution, and integration of systems. Work with test agencies, senior program leaders, and department leaders to determine requirements and report data to the customer.
