Global Security comprises live, virtual, constructive training and range systems, services and operations; fleet maintenance, repair, operations and sustainment; nuclear; and international. As a trusted partner to our military customers, HII designs, develops and operates the largest LVC enterprise that prepares warfighters for cross-domain battle. Mission Technologies, a division of Huntington Ingalls Industries, is looking for a qualified individual to fill the role of Military Operations Analyst for their Advanced Modeling and Simulation Technical Operation. The candidate will work as an integral part of the Navy Warfare Development Center (NWDC) N8 Experimentation Directorate and provide planning, coordination, and facilitation of experiments/events conducted as part of the Fleet Experimentation (FLEX) Program and other DOD/DON experiments managed by NWDC. This position is located at Commander, US Pacific Fleet (CPF) in Pearl Harbor, Oahu, Hawaii. Responsibilities
Conduct experimentation event/initiative planning, design, and execution. Develop final experiment reports based on analytical rigor. Develop post-experiment doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) change recommendations. Coordinate with principal FLEX stakeholders. Assist and advise in aligning and coordinating experimentation initiatives with fleet events and venues. Provide technical and tactical subject matter expertise to CPF and NWDC government and contractor leads for experimentation events/initiatives. Assist in the development of experiment objectives, plans, and recommended courses of action throughout the event lifecycle. Participate in all phases of experiments including assisting in the execution of the Concept Development Conference, Initial Planning Conference, Main Planning Conference, Final Planning Conference, Execution, and Post Execution activities. Assist in experiment knowledge management using government provided portals or websites for event, initiative, and analysis document development. Provide primary analysis support for fleet experiments including war games, tabletop analysis, Fleet Battle Experiments, fleet exercises and experiments, Limited Objective Experiments (LOEs) and joint experiments and exercises. Conduct rigorous concept development analysis and evaluation, including examination of various proposals/positions or tests. Review, collect, and research pertinent information resident in Fleet Experimentation Information Management System (FIMS) database. Prepare and staff senior level (06/Flag/SES) correspondence and briefs.
Minimum Qualifications
15 years relevant experience with a Bachelors in related field; 13 years relevant experience with a Masters in a related field; 10 years’ experience with a PhD or JD in a related field; 19 years relevant experience with a HS diploma or equivalent. Educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience. Must have TS security clearance and be eligible for SCI access. Demonstrated understanding of naval surface warfare principles. Qualified candidates must have fleet operating, planning, and exercise experience. Must be proficient in MS Office applications and have advanced writing skills. Candidate will draft and deliver reports for senior officers and executive civilians. Must be able to work in a team and individual environment. Travel may be required.
Preferred Requirements
Former or retired Naval officer with operational experience – air, surface, subsurface. Master’s degree preferred with 8 or more years’ relevant experience. Advanced knowledge or experience with unmanned systems (UxS), intelligence, surveillance, reconnaissance (ISR) systems, or naval weapons systems preferred.
