ACCOUNTANT/HR GENERALIST | City of Lockport Posted on Feb 9, 2024 and will remain open until filled. SUMMARY: Under direction of the Finance Director, this position performs a variety of technical accounting and human resource functions supporting City-wide operations; to prepare various reports; and to ensure reporting requirements are in compliance with government standards and employment law regulations. Salary Range: $60,000 - $75,000 (DOQ) ESSENTIAL DUTIES AND RESPONSIBILITIES: (Essential duties listed below are intended only as illustrations of the various types of work that may be performed. Managing all accounts receivable functions for the City using accounting software and other programs; invoicing vendors for funds due to the City; ensure invoices are being paid in a timely manner; contact vendors for nonpayment; establishing payment plans, etc. Provide as needed assistance for the accounts payable functions & processes. Prepares quarterly reconciliations for Accounts Payable & Account Receivable for all government funds. Establishing and maintaining vendor accounts within the accounting software; verifying new vendor information, changes to current vendor information, and banking information for ACH payments. Responsible for job postings and scheduling of interviews for open positions. Provides as needed assistance to the Assistant Finance/HR Director relating to interviews, new hires & employment separations. Processing all changes regarding employees insurance for open enrollment, life events, separations/retirements, as well as, reviewing the monthly invoice for accuracy. Maintains employee personnel files. Prepare & distribute annual 1099 tax forms & Affordable Care Act (ACA) forms on an annual basis. Also required to file the returns with the appropriate government agency. Processes all claims relating to property & liability insurance; work with adjusters to provide quotes for repairs and ensure claims are paid in a timely manner; subrogate claims, etc. Handling postings on the City’s website relating to Finance & Human Resources. Managing grants for the Finance Department, including, but not limited to: prepare the necessary forms for reimbursements of City expenses, preparing quarterly reports, etc. Assists with preparing work papers for the annual City audit. Upload Utility Billing ACH files for monthly & final billings; process any ACH deletions &/or subsequent adjustments. Daily balancing of the cash drawers, as well as, proofing cash receipt coding for accuracy. Respond to questions from the Billing & Water Department Clerks. Provides as needed assistance to the front counter by providing excellent customer service. Performs other duties and tasks as assigned.
QUALIFICATIONS:
High School Diploma or GED equivalent. Bachelor’s degree in accounting, finance or other related field of study. At least 3 years of accounting experience, preferred.
KNOWLEDGE, SKILLS & ABILITIES:
Principles and practices of governmental accounting and auditing including general ledger, debit, credit and journal entry procedures. Basic data entry skills. Comfortable with math and calculations. Good listening and communication skills. Pertinent Federal, state and local codes, laws and regulations. Microsoft Word, Excel, and PowerPoint. Effectively communicate with other departments and establish working relationships with fellow employees.
