(Job #545276) Administrative Analyst/Specialist I-E or II-E, HR Benefits & Leaves Coordinator, Hiring Range: $4,598 - $5,814 month ($55,176 - $69,768 annually). This is a full-time, benefited, exempt, 12-month pay plan permanent position with a one-year probationary period in Human Resources. Position Summary: Under the direction of the Director of Campus HR, the HR Benefits & Leaves Coordinator administers and implements leaves of absence, worker’s compensation, Union release time, retirement, COBRA, dependent eligibility verification, ACA compliance programs, and Wellness initiatives. Key Responsibilities:
Leave Administration - 30%
Evaluates and processes employee leave requests while ensuring compliance with federal and California regulations (FMLA, PDL, CFRA) and CSU policies. Provides guidance on leave types and pay arrangements, maintaining accurate documentation and confidentiality. Processes EDD documentation, manages catastrophic leave programs, and implements return-to-work protocols. Monitors leave duration, facilitates communication between employees and management, and serves as the primary resource for leave-related inquiries, ensuring compliance with current policies and procedures. Serves as the worker's compensation coordinator, ensuring full compliance with state and federal regulations while optimizing claim outcomes. Manages the full lifecycle of worker's compensation claims, from initial filing through resolution, coordinating with multiple stakeholders including third-party administrators (TPAs), legal counsel, healthcare providers, and departmental leadership. Oversees timely submission and administration of all worker's compensation claims in accordance with federal and state mandates. Point of contact and facilitator for claim investigations and central liaison between TPAs, claimants, administrators, payroll, legal counsel, and medical providers. Implements and monitors return-to-work programs, ensuring proper accommodation of medical restrictions and successful workplace reintegration. Provides guidance to departments and supervisors on worker's compensation regulations, maintaining clear communication channels throughout the claims process.
ACA keying, CalPERS service credit requests, union release time – 10%
Serves as the primary Affordable Care Act (ACA) compliance administrator for the campus, ensuring federal regulation adherence through monthly safe harbor reporting and maintaining minimum 95% keying accuracy. Processes and manages all CalPERS service credit requests for faculty and staff members with high attention to detail. Coordinates effectively with payroll department to track and document union release time, ensuring accurate record-keeping and timely processing of all related transactions.
COBRA – 10%
Manages the full lifecycle of COBRA benefits administration, including conducting eligibility assessments and analyses of employee status changes. Ensure compliance with timeline requirements while preparing and distributing complete COBRA continuation packages. Serve as the primary liaison for CalPERS, providing strategic guidance and support to former employees during their COBRA enrollment process while maintaining accurate documentation and follow-up procedures. Employee Assistance Program (EAP) Coordinator. Manages biannual wellness sessions in partnership with Empathia to support workforce mental health and productivity. Oversees strategic communication through department website updates to ensure resources remain current and accessible. Strategically coordinates deployment of mental health professionals, including social workers and counselors, during crisis situations to provide immediate support and maintain workplace stability.
Benefits Administration Support – 5%
Educate employees/departments on benefits and enrollment, employee eligibility for benefits, benefit audits, Open enrollment, benefit verifications, address, name changes. Review, analyze, and respond to all unemployment insurance inquiries. Review and ensure accuracy of EDD benefit audits and respond accordingly.
Other Duties as Assigned – 5%
Knowledge, Skills, and Abilities Associated with this Position Include:
Administrative Analyst/Specialist I Non-Exempt
General knowledge of human resources, benefits administration, leave of absence administration, workers compensation, and/or another human resources discipline. Skill in following guidelines and providing input and feedback as required and applicable to regulatory compliance. Strong attention to detail and accuracy. Strong communication and interpersonal skills to effectively present information in a diverse environment. Ability to work independently and as part of a team and build relationships with diverse stakeholders. Ability to maintain confidentiality and appropriately handle sensitive information. Analytical skills to collect, analyze, and summarize human resources data and metrics. Computer skills to appropriately use technology and relevant software packages as required.
In addition to the above Knowledge, Skills, and Abilities, the Administrative Analyst/Specialist I Exempt also requires:
Working skills and knowledge of human resource discipline principles, practices, and related regulations. Demonstrated experience in developing and implementing human resource standards, policies, and procedures. Strong project planning and organizational skills to plan, organize, and manage multiple projects. Strong analytical skills to evaluate and interpret data to develop sound conclusions and recommendations. Strong communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding human resources policies and procedures.
In addition to the above Knowledge, Skills, and Abilities, the Administrative Analyst/Specialist II also requires:
Advanced knowledge and understanding of human resources or a specialty area. Demonstrates competence in independently applying advanced judgment to resolve difficult and complex problems and issues. Proven experience in handling complex personal situations and the demonstrated ability to deescalate sensitive situations. Advanced analytical and organizational skills to organize, prioritize, and manage the successful completion of projects within time and budget constraints. Ability to effectively represent the university, engage and collaborate with internal stakeholders and university leadership. Advanced skill in mentoring or overseeing the work of other professional staff. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to devise and develop strategic solutions. Advanced skill to appropriately use technology and relevant human resource information systems and management tools.
Minimum Qualifications:
Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
Preferred Qualifications:
Knowledge of federal and state laws pertaining to FMLA, CFRA, PDL, and other leave programs. Experience with leave administration, workers' compensation claims administration and return-to-work programs. Understanding of benefits administration. Proficiency in HRIS systems and CalPERS systems. Strong analytical skills for tracking and reporting on leave usage and workers' compensation metrics. Excellent interpersonal skills for supporting employees through leave and benefits processes. PHR, SHRM, or CEBS certification. Bachelor’s degree in relevant field. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the preferred education on a year-to-year basis. Administrative Analyst/Specialist I-E: Two years of relevant experience; Administrative Analyst/Specialist II: Four years of relevant experience. An advanced degree in a related field may be substituted for the preferred experience on a year-to-year basis.
