Job Description Position Information TxDOT's Construction Division is looking for an experienced Hot Mix Asphalt Pavement person to join our Training Group. Primary responsibilities for this position will include travel around the state training asphalt pavement placement, evaluating and assisting HMA program statewide. Position will work out of TxDOT District Office near their residence. Position will have frequent travel around the state, and will frequently be on active construction sites. Provides technical expertise and coordination for the asphalt pavement of highways and facilities in accordance with Department standards. Responsible for ongoing technical oversight of statewide asphalt pavement and associated construction improvement projects and initiatives. Work requires contact with governmental officials and private entities. Responsible for coordinating, leading, and overseeing training projects in various aspects of construction programs. Reports to the Construction Deputy Division Director. Serves as Project Lead and may serve as a Lead Worker. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Responsibilities Identifies statewide asphalt pavement program requirements and establishes methodology to measure the effectiveness of agency initiatives; identifies program gaps and proposes improvements or enhancements. Assists project managers with construction and management projects and contracts. Coordinates programs and projects to enhance efficiency and streamline operations. Ensures compliance with Occupational Safety and Health Administration (OSHA) standards. Inspects current projects for proper use of personnel, equipment, and materials, traffic control, and quality of work completed. May lead project or planning activities of professional and technical employees. Represents the Department on technical committees and task forces. Researches and evaluates data, interprets and analyzes results, prepares reports, and recommends solutions to problems. Serves as a project leader. Manages program planning, including the development, implementation, documentation, and training of processes for specific programs involving departmental or contracting teams focused on the delivery of existing programs, or expanding programs. Coordinates and oversees the agency's asphalt pavement program initiatives and projects, including field inspections. Develops in-depth technical and non-technical knowledge of programs to mitigate problems; recommends, develops, and manages the development of program standards and tools. Develops and oversees an asphalt pavement quality control evaluation program for all district roadways. Drives/travels to districts and Area offices to perform site visits and monitor asphalt pavement programs. Makes recommendations concerning asphalt pavement project procedures. Oversees the development of short- and long-range asphalt pavement plans and monitors operations to ensure compliance with plans. Reviews district short and long-range asphalt pavement plans and monitors operations to ensure compliance with plans. Provides technical expertise and coordination for asphalt pavement operations including prioritizing projects, monitoring correspondence, and writing memorandums and reports. Trains other employees in various aspects of asphalt pavement programs. Represents the Department at national, state, and local levels concerning the Department’s asphalt pavement activities. Coordinates multiple Construction projects that relate to the asphalt pavement program goals. Oversees the development and training of the district asphalt pavement specialists to improve the agency’s asphalt pavement program. Serves as lead agency contact for TxDOT leadership, material providers, industry personnel, and the contracting community regarding TxDOT’s asphalt pavement program. May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage. Performs other job responsibilities as assigned. Minimum Qualifications
Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year-per-year basis. Experience: 5 years of experience in highway construction, asphalt pavement related transportation project or program coordination; other related specialized project management and oversight. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-per-year basis. Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle. Physical Requirements and Working Conditions Subject to environmental conditions; protection from weather but not temperature changes. Subject to outside environmental conditions; no effective weather protection. Subject to inside and outside environmental conditions. Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour. Subject to noise. Subject to vibration. Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals. Required to wear protective gear-respirator, hard hat, or other device. This job has been identified as physically demanding and will require a pre-employment physical. This is a Safety Impact position and will be subject to random drug testing.
