The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. Under general administrative direction of the Director of Care Coordination, the Director of Social Services is responsible for the strategic planning, program development, and implementation of all social services initiatives at ZSFG. The Director of Social Services oversees daily operations and supervises a staff of approximately 70 employees, including but not limited to social workers and health workers; guides the Social Services Department to achieve ZSFG’s strategic initiatives, keeping patient care and staff well-being at the center of the program; functions as a key partner across the ZSFG leadership team, modeling collaborative problem-solving and servant leadership; and emulates the hospital’s core values: joy in our work, thirst in our learning, and compassionate care. The Director of Social Services (0931 Manager III) performs the following essential job functions: Provides vision and leadership to effectively inspire and direct the Social Services Department in developing and achieving goals and objectives that are congruent with the values, mission, vision, and strategic plan of ZSFG, the San Francisco Health Network, and the San Francisco Department of Public Health. Functions as a senior leader to plan, develop, implement, and monitor a comprehensive, integrated, and resourceful hospital and community based social service program for medical inpatient, outpatient, and inpatient psychiatry. Partners with health care providers, nursing, and other services in the planning, development, and integration of social work services into hospital and clinic programs; engages with community partners, as appropriate. Achieves performance goals for a complex and diverse social service program by assisting patients and their families with resources and support. Provides fiscal oversight for the Social Services Department including staff, materials and supplies, and capital equipment budgets; ensures regular budget monitoring occurs to achieve performance targets; oversees funds allocated for equipment and transportation for medically indigent patients. Provides the framework for planning, directing, coordinating, and monitoring to improve care, treatment, and services to respond to community and patient needs and improve health care outcomes based on regulatory standards (i.e. Title 22). Develops, implements, and monitors an ongoing departmental quality improvement program which effectively evaluates the process of delivery, quality, and effectiveness of social services; effectively communicates with and engages staff in program improvement. Analyzes performance data, identifies trends, and evaluates workload and other factors which may impact the delivery of quality social services; leads active daily management that ensures performance targets are monitored, problem solving is active, and staff are engaged with continuous improvement. Develops, implements, and monitors an effective training program for students, in collaboration with accredited schools of social work. The Director of Social Services (0931 Manager III) may perform other duties as assigned/required. How to qualify
Required Minimum Qualifications
License/Certification : Possession of a valid license issued by the California Board of Behavioral Sciences as a Licensed Clinical Social Worker (LCSW); AND
Experience : Five (5) years of post-Master’s Social Worker experience in a health care setting. Qualifying experience must include three (3) years of experience supervising Social Workers.
