General Statement of Duties This position requires a passionate Social Work Supervisor to guide our dedicated team in delivering transformative care to individuals and families in need. In this role, you'll oversee programs, mentor staff, and collaborate with community partners to ensure the highest standard of service. This position shares responsibilities within the agency to supervise and oversee the administration of programs in the Social Services Division of the Polk County Health & Human Services Agency (HHSA) Division of Social Services. Supervision includes orientation and training of new staff, in-service training of existing staff, assignment of responsibilities and cases, work performance evaluations, consultation, counseling and disciplining of staff. The social work supervisor is responsible for planning long-term and short-term goals of their team in order to assure that the agency provides equitable and effective services to all clients in need of services. In planning these strategies, it is necessary to assess and evaluate the changing needs of the community, the needs of staff and to keep abreast of new and innovative service programs to meet these needs. Organization and directing workflow of the team is the responsibility of the supervisor. Cases are assigned to social workers and individual consultation is maintained with all subordinates on cases identified as problematic. Case records are reviewed for compliance with regulations and appropriateness of casework techniques. Regular group and individual conferences are held with staff for purposes of interpreting policies, regulations and reviewing unit goals and directions. The supervisor is responsible for reviewing day sheets of staff to ensure that funding sources are maximized. Regular review of case records is accomplished to review compliance with regulations, ascertaining that quantity and quality standards are maintained by staff.
Organizational Relationship Social Work Supervisors assume duties that include program supervision and some management of program areas of Child Protective Services, but also may assist the Adult Protective Services Unit or Foster Care Unit when the need arises. This Social Work Supervisory position will have additional responsibility as the Social Work Supervisor and authority to take charge and act in the absence of the Director or Program Manager; developing material to update the agency's website for the program areas of responsibilities; and organizing agency participation in special emphasis awareness and events including but not limited to Child Abuse, Elder Abuse, Mental Health and Substance Abuse months. Duties and Responsibilities
Organizing and Directing - Social Work Supervisors assign cases to social workers and maintain workload balance and workflow, make changes in work procedures to meet program demands and presents recommendations to management on issues which impact on programmatic goals, objectives and policies. Supervisors consult with Director/Program Manager and Agency Attorney regarding major decisions and crisis related cases. Supervisors request outside consultation as needed for specific case and program related matters and assists agency attorney in court preparation. Social Work Supervisors direct the organization of the services file storage area including purging records in accordance to the Retention Schedule published by the state. Reviewing Work - The Social Work Supervisor supports staff's best practice by monitoring the work of the social workers through case reviews, progress reports, conferences and informal discussions to assure compliance with operational standards and established policies. As cases are assigned to social workers, individual consultation is maintained to process client-specific issues and answer questions. Regular team sessions are held for purposes of interpreting law, policies, regulations and reviewing unit goals and directions. Supervisor assists social workers in court preparation by reviewing evidence and court documentation. Supervisor assists Director/Program Manager in preparation for and facilitation of program monitoring conducted by state and federal monitors.
Planning - The Social Work Supervisor is responsible for planning long-term and short-term goals of the team and formulating specific goals, objectives and activities for the Adult Protective Services Unit. In planning these strategies, it is necessary to assess and evaluate the changing needs of the community, the needs of staff and to keep abreast of new and innovative service programs to meet these needs. The supervisor keeps accurate records and statistical information regarding unit activity through preparation and submission of monthly reports. In collaboration with the Director/Program Manager, the supervisor will assess the effectiveness and efficiency with which the Adult Protective Services unit operates. The supervisor develops, implements and updates policies specific to program areas. Training - The Social Work Supervisor ensures social workers within the team receive all training required by law and Division policy. Supervisor provides orientation and on-the-job training of new staff and on-going training of existing staff by interpreting new policy materials, laws, and federal regulations. Training needs of social workers are identified and provided through regular staff development or training resources. Budgeting - The Social Work Supervisor advises the Director/Program Manager on financial needs of the team and adheres to agency fiscal management policies in directing work within the unit. The supervisor is responsible for reviewing day sheets of staff and reviewing reimbursements and expenditures to ensure that funding sources are maximized. On a yearly basis, this Supervisor assists the Director and Business Manager in budget preparation.
Counseling and Discipline - The Social Work Supervisor evaluates and conducts scheduled evaluations of the performance of social workers to ensure the provision of quality services to clients and the community. The Supervisor discusses problems and counsels workers in regard to job performances and stress management skills. Utilizing a Performance Management Work Plan, supervisor guides workers in addressing weaknesses and/or problems jointly identified. The supervisor utilizes the agency and county disciplinary policies in providing counseling and / or warning notices as needed and required. Performing Other Personnel Functions - The Social Work Supervisor participates as a member of the agency management team and assists in job interviews, selection and hiring of new employees in a joint effort with agency director. In collaboration with Director/Program Manager and management team, plans and participates in agency staff meetings and assists in coordinating agency workgroups. Supervisor assists in developing agency policies. Setting Work Standards - The Social Work Supervisor ensures that agency and county policies, rules and regulations are followed and explains and implements changes with the social work team. Supervisor represents the agency in various meetings and conferences within the community, region, state and Mental Health services areas of interest.
Other Duties as Assigned Other duties will be assigned and may include but not be limited to participation in community outreach and educational efforts and as a member of various agency workgroups. All HHSA employees may be called upon to perform work during emergency or disaster situations including but not limited to staffing shelters overnight. This service, if required, will take precedence over duties described in this position description. Supplemental Information

Knowledge of methods and principles of casework supervision and training.
Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems.
Considerable knowledge of behavioral and socioeconomic problems and their treatment and governmental and private organizations and community resources.
Considerable knowledge of the laws, regulations and policies which govern social work programs.
Ability to supervise, train, or orient lower-level social workers, students, interns or other staff.
Ability to express ideas clearly and concisely and to plan and execute work effectively.
Typical Qualifications
Minimum Requirements and Experience
Bachelor's degree in Human Services, Social Work or related field required, Master's preferred. Four to six year's experience in social work or human services supervisory or management level employment, to include client services, casework, group work, employee supervision, county/state social services administration and budgeting experience; depending on education level. Or an equivalent combination of training and experience. Valid driver's license. Successful pre-employment drug screen. Successful criminal Background check.

The ability to perform all duties associated with the position including, but not limited to lifting, prolonged standing, driving, sitting, bending, stooping, and operating or performing work with associated tools and machines.
