Job Description Job Description GENERAL PURPOSE Perform work prioritizing the needs and well-being of individuals and the community within Tooele County. This includes responsibilities related to Air Quality, General Sanitation, Public Water Supplies, Radiation, Solid and Hazardous Waste, and Water Pollution Control. Efforts focus on supporting program goals and effectively addressing community health concerns.
SUPERVISION RECEIVED Employee works under the Environmental Health Coordinator's or Executive Director/Health Officer.
SUPERVISION EXERCISED None.
EXAMPLE OF DUTIES
OBJECTIVE A: CONDUCT INSPECTIONS AND SURVEYS AND ENFORCE ENVIRONMENTAL HEALTH LAWS.
Task 1. Conducts inspections and surveys of air pollution sources, dwellings and public lodging, food establishments, institutions, insect and rodent infestations, licensed establishments, noise sources, places of work, public buildings, recreational facilities, schools, solid waste, waste management and processing facilities, swimming pools, water and drinking water supplies, wastewater treatment facilities, and other places and conditions subject to public and environmental health laws. Task 2. Documents casework prepares notices and orders, issues citations, initiates court complaints, follows through with legal counsel and the courts, and testifies as a witness in court and administrative hearings.
OBJECTIVE B: REVIEW LICENSE AND PERMIT APPLICATIONS, PLANS, REFERRALS, AND OTHER DOCUMENTS.
Task 1. Review license and permit applications, planning and zoning referrals, and plans for establishments, waste management systems, and other facilities subject to health laws, and make recommendations for approval or denial.
OBJECTIVE C: RECEIVE COMPLAINTS, GIVE INFORMATION, AND PREPARE REPORTS. (10%) Task 1. Records citizen complaints and distributes copies of the complaint information to the appropriate staff. Task 2. Educates the public, establishment proprietors, and others responds to citizen inquiries and complaints, gives advice, and distributes educational and other written materials. Task 3. Plans work activities; formulates proposals for solutions to environmental health problems; analyzes the effects of environmental regulations, legislation, standards, and policies on assigned environmental health programs; recommends adoption of regulations and policies; and conducts studies and research related to environmental health. Task 4. Drafts prepares and gives concise oral and written reports, documents, and correspondence related to areas of work, maintains and keeps accurate records and documents work completely as prescribed.
OBJECTIVE D: COLLECT SAMPLES AND SPECIMENS AND CONDUCT FIELD TESTS Task 1. Collects samples and specimens and conducts field tests following prescribed quality control and quality assurance practices. Task 2. Maintains and operates specialized equipment such as field sampling equipment, thermometers, noise, lights, cameras, and test kits.
OBJECTIVE E: INVESTIGATE DISEASE OUTBREAKS AND ASSIST IN EMERGENCY RESPONSE.
Task 1. Assists in investigating disease outbreaks as assigned to determine the nature, cause, and scope of epidemiological occurrences and makes recommendations for prevention and solutions. Task 2. Assists in preparing for emergencies such as earthquakes, floods, and chemical or biological releases and responds to such emergencies as assigned
OBJECTIVE F: REPRESENT THE DEPARTMENT AND WORK PRODUCTIVELY WITH DEPARTMENT STAFF.
Task 1. Plans activities, attends and participates in meetings, seminars, on-the-job training, and other assigned activities. Task 2. Contacts those in other departments, agencies, and municipalities to implement specific tasks or assignments given.
MINIMUM QUALIFICATIONS
Environmental Health Specialist I
Bachelor's degree or higher from: (a) an environmental health program accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC) or (b) an accredited program with a major study in one of the following: (i) agronomy. (ii) biology. (iii) botany. (iv) chemistry. (v) civil engineering. (vi) environmental health. (vii) environmental science. (viii) environmental studies. (ix) geology. (x) microbiology. (xi) physics
(xiii) sanitary engineering. (xiv) sustainability studies. (xv) zoology; or (xvi) coursework approved by the Division in collaboration with the Board; or (c) an accredited program that includes: (i) a college or university level algebra or math course; and (ii) 30 semester hours or 45 quarter hours from at least three of the areas of study listed in Subsection (1)(b) Must be licensed as an Environmental Health Scientist-In-Training by the State of Utah within 60 days after the hire date and must be a Licensed Environmental Health Scientist within two years of the hire date. No experience required.
Environmental Health Specialist II
Must be licensed as a Licensed Environmental Health Scientist in Utah at the time of hire. AND
Must possess a currently valid Utah driver's license
Knowledge of: Environmental health, including but not limited to: accident/injury control, air pollution control, food protection, housing and public lodging, insect/rodent control, lead, licensed and permitted establishments, noise control, occupational and radiological health, public health nuisances and sanitation, recreational sanitation, school/institutional safety and sanitation, waste management, wastewater management, water quality control Epidemiology and communicable diseases Biology, microbiology and bacteriology Chemistry Geology and hydrology Pesticides Sampling and laboratory procedures Enforcement, legal and regulatory processes Implicit and explicit governmental and community organizations County department and division policies and procedures, programs, goals, mission, and services Federal, State, local, and health department laws related to environmental health Report writing and preparation Research and statistical methods, data collection and analysis, data entry and retrieval Effective public relations and health education methods and techniques
Ability to: Communicate and express self clearly and effectively both orally and in writing Apply effectively general principles to specific conditions Work effectively with people from a variety of social, ethnic, economic, educational, and professional backgrounds Defend and follow oral and written instructions, policies, and procedures Work with general supervision and act independently when appropriate Train and motivate others, and effect change in ideas and attitudes Create and develop new concepts Plan and conduct research Design, organize, coordinate and develop programs and policies Prepare material for media and community dissemination Operate a personal computer, noise meter, sampling and testing equipment, and other program related equipment Respond adequately to problems and utilize problem solving techniques Establish and maintain effective working relationships with the public, government, private groups, and individuals Independent judgment is required when less common procedures are required, however the majority of tasks are completed utilizing a set of standards.
