California University of Science and Medicine (CUSM) seeks a dynamic training facilitator as an Organizational Development Manager (ODM) to join the People and Culture (P&C) team. The ODM will play an important role in driving excellence through compliance training, professional development, and learning programs for all employees in alignment with CUSM’s culture and values. The ideal candidate will demonstrate a growth mindset and possess a high level of self-awareness, curiosity, and integrity.
This is a new position at CUSM, it is available immediately, and will remain open until it is filled. A formal presentation or submission of a learning rubric may be required in the final round of interviews. The salary range of $85,000 - $115,000 is dependent on education, job-related knowledge, skills, and experience; the budgeted salary is $95,000. Applicants must be available to work on campus 2 - 3 days per week.
Position Purpose
Under the general direction of the Associate Dean of People and Culture, the Organizational Development Manager (ODM) plays a critical role in the development and execution of comprehensive learning and development strategies and programs for California University of Science and Medicine (CUSM). The ODM requires a deep understanding of adult learning theory, talent development, HR practices, compliance regulations and training, and engagement strategies along with strong facilitation and instructional design skills. Success in this role is dependent on employee participation through key organizational learning initiatives, the tailoring of solutions to meet organizational needs, and the creation of a culture of continuous learning. 35% Talent Development and Program Design
Design, develop, implement, and maintain a variety of meaningful learning materials, resources, and curricula, including leadership development programs, technical training, and soft skills training. Define the employee value proposition through the development of training and professional development programs. Foster a culture of continuous learning and growth by promoting learning and development opportunities, including self-directed and facilitated sessions. Evaluate and select appropriate learning methodologies, including e-learning, workshops, mentorship, and coaching. Collaborate with subject matter experts (SMEs) to ensure training content is up-to-date and relevant. Leverage technology and e-learning platforms for efficient content delivery. Design and develop effective and engaging e-learning courses by applying adult learning methodology. Ensure the delivery of engaging and effective learning experiences for employees. Continuously analyze market trends and make recommendations for program/training improvements to keep CUSM competitive in the marketplace. Develop and maintain technical knowledge in the organizational development arena related to professional development, training, and talent development. Consistently remain aware of industry trends, benchmarks, and industry best practices to ensure optimal tools and resources are being utilized.
35% Facilitation
Design, develop, and facilitate interactive, meaningful programs and training on topics specific to CUSM, including the annual Administrative Professionals Conference, New Supervisor: Management Essentials, Summer Series, and others. Design program materials that include facilitator guides, participant workbooks, presentations, and job aids. Share design and facilitation responsibility of the Leadership Development Program.
15% Compliance, Measurement, and Evaluation
Remain informed and knowledgeable in California labor law, CUSM’s policies, and the employee handbook. Manage learner profiles and assignments in LMS. Manage assignments and completion of all Compliance training and activities. Manage the Professional Development Fund program (balances, participant activities, authorization, and reconciliation. Manage the Educational Assistance Program for tuition reimbursement and student loan repayment assistance. Ensure that all learning programs adhere to relevant legal and ethical standards. Develop and implement policies, best practices, and standard operating procedures (SOPs). Develop key performance indicators (KPIs), metrics, and dashboards to aid management in decision-making and to measure the success of human resource strategies. Proactively collect, assess, and utilize data and feedback (surveys) to continuously improve training initiatives, foster leadership success, and drive the employee experience. Provide regular reports to leadership on the effectiveness of learning efforts. Develop and maintain workforce career pathing documentation.
5% Vendor Management
Identify, establish, and evaluate learning management systems (LMS), tools, and technologies to ensure maximum return on investment. Establish positive and future-forward relationships with vendors to ensure maximum usage of selected software and technologies. Foster relationships with the CUSM Toastmasters Chapter and partner universities to ensure learning opportunities/programs are available to employees. Reimagine inefficient systems and processes to address workforce training, retention strategies, and employee engagement.
5% Leadership
Serve in a team lead capacity within HR/People and Culture, with temporary workers, or with student interns. This position requires a mindful approach to resource management and is responsible for maintaining and providing a positive and professional work environment. Foster a collaborative and inclusive work environment.

Required Educational Qualifications
Bachelor's degree and a minimum of five (5) years of experience with demonstrated skills in facilitation and sustainability of learning programs, or an equivalent combination of education and experience is required. Additionally, a minimum of three (3) years of experience in learning technology tools (LMS, Articulate 360, Adobe Captivate, LinkedIn Learning, or similar) is required.
Skills and Abilities
Advanced level technology and software skills, including but not limited to, Microsoft Office Suite, MS Outlook/Teams, SharePoint, Adobe Sign, Vector Solutions/SafeColleges, Culture Amp, Coursera, and Adobe Captivate. Strong analytical skills, active listening, and critical thinking skills to conduct analysis and develop recommendations. Ability to maintain confidentiality; ability to recognize sensitive information and handle information with care and tact. Excellent organizational skills and attention to detail to prioritize work assignments, employ political acumen, and integrate information to determine an appropriate course of action. Ability to guide processes to closure. Ability to work on multiple tasks simultaneously and within tight timelines. Excellent communication skills, including written and verbal acuity. Excellent customer service skills. Ability to think on both strategic and tactical levels. Ability to prioritize, multi-task, and assign work to others. Preferred Qualifications
Master’s degree. Learning and Development certification (e.g., CPTD, CLTP, PMP, DDI, Crucial Conversations, FranklinCovey, and/or Prosci) HR certification (e.g., SHRM, HRCI). Experience in higher education, medical education, or university environment. Familiarity with the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99). This law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.
