DIRECTOR - SOCIAL SERVICES
FT/REGULAR
EXEMPT - LEVEL 15
SALARY: $37.86 (NEGOTIABLE)
GENERAL DEFINITION: The primary purpose of this position is to assist in planning, organizing, implementing, evaluating, and directing overall operations of the Social Services Department in accordance with Federal, State, and Tribal laws, guidelines, and regulations.
SUPERVISION RECEIVED: Work is performed under the general supervision of the Division Director – Health & Human Services.
SUPERVISION EXERCISED: Supervises all Social Services staff
DUTIES:
Develops and maintains the administration of all components under Social Service (Child/Adult Protection, Foster Care, and Family Preservation/ICWA)
Revises, adopts, and implements policies, procedures, and standard operating procedures of the program.
Provides general clinical guidance to workers performing services designed for family reunification, protection and placement of children/adults, and delivery of services to families.
Monitors cases to ensure appropriate responsive/timely services are provided.
Provides guidance and direction of the Child Protection Team.
Advocates and confers with Tribal Leadership and Bureau of Indian Affairs regarding continued funding through the negotiation of annual funding agreements.
Implements and monitors existing memorandum of agreements/memorandum of understandings between tribe, state, and local tribal programs regarding delivery of services or fiscal cost shares e.g. Title IV A/B/E.
Conducts staff evaluations and assists employee in the implementation of professional development plans.
Compiles monthly, quarterly and annual reports on the progress of the program for local, state, and other funding agencies as required.
Compiles and monitors budget and other funding allocations for the program.
Seeks other funding opportunities.
Prepares for program audits, and informs supervisor of the outcome or any corrective action plan(s).
Supervises and works directly with caseworkers in the providing of treatment, prevention and intervention strategies to families.
Maintains confidentiality of all privileged information.
Reviews and approves all comprehensive intake assessments and evaluations of clients.
Ensures caseworkers gather all information on client’s family and social backgrounds regarding suspected abuse, and neglect conditions to law enforcement and courts.
Ensures the maintenance of files such as accurate notes, documentation, records, client histories, reports, and steps for follow through, and service plans are in accordance to established policies and regulations.
Works in close collaboration with tribal programs, schools, and Indian Health Services in client evaluation and treatment based on psychosocial assessment and other interventions to ensure adequate and timely services are provided.
Interprets service plans to clients and their family to reduce the fear and strategize methods of acceptance for the implementation of treatment plans.
Ensures client and families understand the treatment/service plans and consequences for non-compliance with treatment plan and/or court orders.
Provides holistic culturally appropriate prevention/intervention treatment related services and referrals.
Serves as a link between tribal programs, schools, and community.
Utilizes community resources to assist clients to resume life in the community and learn to live within limits of court orders.
Refers clients or families to appropriate community resources through the coordination of services with other tribal programs, schools, and other agencies.
Develops working relationships with leaders in the community and represents the program at meetings and various committees that address the needs of children and families.
Maintain up-to-date professional and technical knowledge of the overall social service program.
Serves as a resource person for the tribe, program, and other collaborating programs/agencies.
Provides in service education and consultation in understanding social and emotional factors related to social problems.
Attends seminars, continuing education activities (workshops, classes) and conferences to maintain level of professional training.
Establishes networks and participates in professional organizations.
Confers with contracting agencies and related organizations.
Attends quarterly meetings and other mandated meetings pertaining to social service.
Performs other duties as necessary or assigned.
Assists with on-call response in situations where on-call personnel is not available.
MINIMUM QUALIFICATIONS
KNOWLEDGE SKILLS AND ABILITIES: Knowledge of applicable tribal, state, county, federal laws, regulations, and requirements governing tribal social service programs. Knowledgeable of the Zuni Children’s Code. Ability to analyze problems, identifies solutions, and implement recommendations. Knowledge of guiding principles of social work. Knowledge of Indian Child Welfare Act and Adoption for Safe Families Act. Knowledge of human behavior and the behavioral sciences, particularly concerning child development, family dynamics, and interpersonal relationships. Knowledgeable of rules and regulations pertaining to the Freedom of Information Act, HIPAA and Privacy Act. Skilled in compiling budgets, grant writing, and other administrative documents. Ability to organize, prioritize, and meet strict deadlines. Knowledge in records management procedures. Ability to maintain confidentiality. Ability to interact and maintain good working relationships with individuals of varying social and economic backgrounds. Ability to communicate effectively both verbally and in writing. Ability to handle multiple tasks and meet deadlines. Ability to exercise independent judgment. Computer literate with ability to operate Microsoft Office Suite (Word, Excel, and PowerPoint), and database software programs. Ability to work in Indian communities/cultural setting. Zuni Language/cultural literacy desired. Ability to work effectively with tribal employees, clients and the general public.
TRAINING AND EXPERIENCE: Master’s degree in social work or related field from an accredited university or college with three (3) years experience in social work, and four (4) years of administrative or management work in Social Services field.
LICENSE AND CERTIFICATES: Must have a valid New Mexico Driver’s license with no DUI/DWI convictions within the past three (3) years. Driving is an essential part of the duties. Licensure in Social Work in New Mexico in an appropriate social work or mental health field related to this position or willing to obtain licensure within one year of employment.
PHYSICAL DEMANDS: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform work. Regular exposure to favorable conditions such as those found in a normal office.
SPECIAL WORKING CONDITIONS: Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment. Candidate must undergo and successfully pass a thorough background check including FBI Fingerprint Check. Must be able to periodically lift heavy objects in the performance of job duties. May be required to work evenings or weekends.
