The Maryland-National Capital Park and Planning Commission (M-NCPPC), Department of Human Resources and Management is seeking a highly motivated and outgoing Corporate Human Resources Specialist II (Senior Corporate Recruiter) for the Recruitment and Selection Services (RSS) Unit.
We are seeking a seasoned professional to work closely with departmental hiring managers, HR staff, and administrative staff to develop recruitment strategies to fill all types of vacancies in a timely manner supporting the Prince George's County Department of Parks and Recreation. The successful candidate will also represent MNCPPC at career fairs and other recruitment events and will champion The Commission as an "employer of choice".
The ideal candidate will also have skills in training development and implementation to develop skill-based training for our internal customers in the areas of interviewing, negotiation, workforce planning, and career development. The successful candidate must be very customer-focused, team-oriented, results-driven and possess strong organizational, analytical and communication (verbal and written) skills. This position requires the ability to establish trust and credibility, work independently, and operate collaboratively in a team environment. Must be capable of effectively managing and coordinating positive work partnerships with multiple staff levels and meet deadlines consistently.
May require some evening and weekend work depending on the needs of the department. This is a hybrid work opportunity and some remote work is permissible. The M-NCPPC is an award-winning bi-county agency that supports the Departments of Parks & Recreation and Planning in Prince George's County and the Departments of Parks and Planning in Montgomery County in Maryland. Salary range above represents earning potential, salary is commensurate with experience.
Examples of Important Duties
Writes and places job announcements, advertisements for NEOGOV Applicant Tracking System and external job boards.
Reviews applications/resumes to determine qualified applicants.
Refers qualified candidates to departmental hiring managers for seasonal and career positions.
Attends career fairs/recruitment events.
Research labor market to identify non-traditional or alternative sources of candidates.
Makes job offers and negotiates salaries.
Provides statistical data/metrics on recruitments, updates reports using Microsoft Office tools.
Closes out employment records and provides on-boarding support.
Provides team, task and process leadership for more junior RSS Unit recruiting and administrative support staff.
Develops and facilitates training on NEOGOV ATS, interviewing, and resume development as well as training for hiring managers on recruitment process.
Keeps abreast of new staffing trends, implements process improvement strategies
Assists with administration of employment testing.
Minimum Qualifications
Bachelor's Degree in Human Resources Management or any related field. Two (2) years of experience performing HR work in the assigned program(s). An equivalent combination of education and experience may be substituted, which total six (6) years. Certifications in the area of expertise are desired (i.e., Certified Compensation Professional (CCP), Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Professional in Talent Development (ATD), Certified Employee Benefits Specialist (CEBS). Valid driver's license in accordance with both state and Commission rules and regulations. Driver's license must be unencumbered by revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
